  • Fixed the call for tenders pdf document with regard to name and appeal details
  • Fixed an issue with the selection of mini competition recipients. When a new mini competition is created based on an existing notice, the receiving suppliers will be determined based on the selected object groups.
  • Fixed the maximum duration of the framework agreement in the defence and security form as per the Act on Public Contracts in Defence and Security
  • Fixed an isolated issue with the opening of the checking of government data functionality
  • Fixed the opportunity to delete a template created in the DPS


Supplier register

  • Fixed an issue with the visibility of the ‘Other terms and conditions’ section in the call for tenders pdf document


The following fixes were installed as part of the update of 23 April 2019:


Cloudia Sourcing

  • Fixed an issue with the sending of an e-mail message to tenderers when the deadline is edited with regard to notices that are not published to HILMA.
  • Edited the mini competition edit page and the e-mail message sent to tenderers to the effect that they no longer include a reference to HILMA, because mini competitions are not published to HILMA.
  • Fixed an issue with the copying of a notice from the test environment to the production environment. The price formula of a notice created using the new criteria failed to copy correctly.
  • Fixed the call for tenders pdf document with regard to the ‘Additional information on the procurement procedure’ section


Supplier Portal

  • Fixed the ‘Export objects to the calculation table’ functionality to the effect that the objects exported to Excel will remain in the same order in which they appeared in the Supplier Portal user interface
  • Prevented multiple clicking of the ‘Submit’ button on the ‘Submission of tender’ page

The following new functionalities were installed as part of the update of 9 April 2019:


DPS

A functionality has been added for a competition internal to the DPS that allows printing out the recipients to an Excel file. Each recipient will be printed as a separate row in Excel.


The following fixes were installed as part of the update:


Cloudia Sourcing

  • The call for tenders document package includes reports on the checking of government data with regard to resource subcontractors and group members and with regard to subcontractors whose resources will not be used if the contracting entity has requested a qualification report from them in the ESPD form.
  • Graded scoring can be carried out inversely using the new criteria. This makes it possible to set the highest score for the lowest value in future.
  • The incorrect reference ‘The procurement exceeds the threshold value given in Section 25 of the Act on Public Contracts’ in an EU procurement notice, call for tenders in a two-step procurement procedure for specialised fields has now been fixed.


DPS

  • The issue with suppliers shown in duplicate in the list of recipients in a competition internal to the DPS has now been fixed.


Supplier Portal

  • It is now possible to delete the ‘Information about reliance on the capacities of other entities’ section of the tender or the first resource subcontractor or group member in the ‘Other economic operators participating in the procurement procedure’ list in the Supplier Portal. Previously, it was only possible to delete the information of the company that was placed second in the list.

The following new functionalities were installed as part of the update of 26 March 2019:


A link has been added to the publishing page of a notice internal to the dynamic purchasing system through which the e-mail addresses of all the suppliers included as recipients can be checked. Both the senders of a request to participate and other addresses added to the e-mail list will be included in the list.

  • Fixed an issue with the ‘hide rows’ functionality of the comparison table
  • Fixed an issue with the preview of the ‘Record’ criterion
  • Fixed an issue with the preview of the HILMA notice of an EU contract notice. The document had information missing in section II.2.7 containing information about the option for continuing the notice as well as in sections II.2.10, II.2.11 and II.2.12 if the answer to these was ‘No’.
  • Fixed the issue with the copying of an incorrect OJEU number to an EU contract award notice. The OJEU number of the original call for tenders will be copied to the EU contract award notice. If the original notice was created based on an existing notice, it was possible that in some cases the OJEU number came from that copied procurement.
  • Added all the persons included in the tenderer’s e-mail list to the publishing of a mini competition. If the tenderer added e-mail addresses in the framework agreement e-mail list, the mini competition details will now be sent to these e-mail addresses as well.
  • Edited the comparison table to the effect that if the call for tenders procurement object criteria in a turnkey procurement only has common criteria, the points will be shown in the comparison table.
  • Fixed an issue with the saving of a concession contract award notice.

Supplier Portal

  • Fixed an issue with the exclusion of a sub-area in a call for tenders with a record criterion
  • Fixed on issue with the display of mandatory ESPD information in the Supplier Portal

The following new functionalities were installed as part of the update of 12 March 2019:

  • Fixed the publishing confirmation of a request for information to the effect that the terms referring to a call for tenders have been replaced with the term ‘request for information’.
  • Edited the ‘Edit the notice information’ info texts of the defence and security contract notice. NOTE! In the case of defence and security contract notices, a correction notice cannot be published to HILMA, but instead a correction notice concerning a HILMA notice must be made separately directly in HILMA.
  • Fixed an issue with the opening of a specific comparison table
  • Fixed the pdf printout of the comparison table generated by the new set of criteria. Previously, the total price tendered by the tenderer failed to print on the printout. Fixed the printout also with regard to the printing of price points.
  • Fixed an issue with restricted user privileges. When a contract notice was created based on a prior information notice, no user right was created for the new procurement notice.
  • Fixed the formula editor of the old set of criteria to the effect that any criteria added to the price formula will be shown on the pdf document.


Supplier Portal

  • Fixed the tender preview to list all the prices entered by the tenderer on the tender pdf document.


Small-Scale Procurement Service

  • Fixed an issue with the opening of a restricted small-scale procurement notice

The following new functionalities were installed as part of the update of 26 February 2019:


Cloudia Sourcing


The contract segments of an EU contract notice can now be copied. The copying is carried out by clicking the blue button next to the delete button. The copied segment name_copy will be automatically assigned as the name. The name can be edited by opening the segment concerned for editing.



The following fixes were installed as part of the update:

  • Fixed an issue with the generation of group price on the tender pdf document
  • Fixed the location of the price formula on the call for tenders pdf document
  • Added the field ‘Minimum time frame during which the tenderer must maintain the tender valid’ to a competition internal to the dynamic purchasing system
  • Added in the defence and security contract notice pdf document the field ‘Minimum level(s) of standards possibly required: Information and formalities necessary for evaluating if the requirements are met’.
  • Fixed the menu scoring of the new set of criteria. Previously, the points disappeared from menu scoring if an empty row was deleted from the menu.

  • Added the option of publishing a cancellation notice to HILMA for national dynamic contract notices.
  • Fixed an issue with the tenderer’s e-mail list button.

Supplier Portal

  • The text entered in the ‘Additional information concerning additional information questions’ section of the contract notice will now be visible on the ‘Questions and answers’ tab of the Supplier Portal as well. Previously, the text was only visible on the call for tenders pdf document.
  • Fixed an issue with the generation of the tender document.
  • Fixed an issue with the submit page error messages.

The following upgrades and fixes were installed as part of the update of 29 January 2019:


DPS

  • The additional information questions of a competitive tendering internal to the dynamic purchasing system that is shared with another organisation will no longer be addressed to the individuals on the procurement system mailing list. E-mails concerning the additional information questions of an internal competitive tendering will now only be sent to the contact person of the internal competitive tendering.

Supplier register

* Functionality subject to a separate order

  • Added the ‘Lightened procurement’ form to the supplier register. A new call for tenders can now be started from the supplier register using the lightened procurement form.

Cloudia Sourcing

  • Fixed an issue with the price sums of the comparison table pdf.
  • Fixed an issue with the ‘Concession notice’ pdf document. The other terms and conditions did not appear on the document. THIS MUST BE CHECKED IN THE MORNING
  • Fixed an issue with the correction notice changes section. The changes made to the ‘II.2.7 Description of renewals’ section of an EU contract notice were not registered in the ‘Changes’ section.
  • Fixed the electronic signing of the contract award decision to the effect that the pdf of the accompanying comparison table will now open correctly * relates to e-signature
  • Fixed an issue with the comparison table pdf and the Excel file in cases where the object prices have no effect on the comparison.

Supplier Portal

  • The saving of an ESPD profile in connection with tender submission has now been made faster. When a tender was submitted, an e-mail confirmation to the tenderer failed to be sent in some cases if the updating of the ESPD profile lasted for a long time.

  • Fixed an issue with the framework agreement edit functionality 

  • Fixed an issue with the ‘How suppliers use the Supplier Portal to send procurement object information’ section of a procurement made using the new set of criteria. If ‘without input form’ was selected for the section concerned, the ‘Procurement object criteria’ or ‘Suitability requirements’ sections were not available. 

  • Fixed an issue with the comparison table pdf document to the effect that the sub-area price sums and points are now shown on the document.

The comparison table of competitions created using the new set of criteria can now be exported to Excel directly from the comparison table edit view. The ‘Export the comparison to another format’ section now includes an option of generating the report in PDF, Excel and HTML formats.

  • Fixed the contract notice pdf document to the effect that the procurement object criteria will now be listed correctly when the criteria are used 

  • Added the suitability requirements generated with the new criteria on the call for tenders pdf document of the ‘Utility procurement, under EU threshold value’ form 

  • Fixed an issue with the price formula editor of the new criteria 
  • Fixed an issue with the calculation of points for the new criteria when points have been added for a conditional Yes/No criterion. The score of the conditional criterion was displayed as additional in the total score. 

  • Fixed an issue with the ‘Create a new notice based on this one and switch to new criteria’ functionality to the effect that also the additional information of the suitability requirements will be copied to the new notice 

  • Fixed an issue with the copying of price formula when a new call for tenders is created using another notice as a template. 

  • Character count limits have been changed for the EU direct procurement form. The character count limit in section II.2.3 Information about European Union funds* has been changed to 400 characters. 

DPS 

  • Fixed an issue with the processing of participation requests to the effect that tenderers may now cancel their requests to participate as long as the request has not been processed. This applies to cases where the processing is carried out by a contracting entity 

  • Fixed an issue with the ‘Return to the notice information’ section in the comparison table of a competitive tendering internal to the DPS to the effect that the link now jumps to the information page of the internal competitive tendering 

  • Fixed an issue with the ‘Open a comparison table containing all of the information in PDF format’ link on the ‘Tender comparison’ page of a competitive tendering internal to the DPS 

Small-Scale Procurement Service 

  • Expedited the functioning of the alert service included in the Small-Scale Procurement Service
