  • Fixed an issue related to the editing of a template

  • Fixed an issue with the criteria library where the criteria saved in the criteria library using the old set of criteria failed to populate additional information for the new set of criteria

  • Removed the call for tenders maximum points from the call for tenders PDF report of a procurement divided into lots 

  • Fixed an issue with the PDF report of an EU contract notice where the terms of the call for tenders failed to appear on the report. The ‘Other terms and conditions’ section is available in an EU contract notice when the structured ESPD functionality included in the system is used in the contract notice. 

DPS 

  • The publishing of a DPS divided into lots is now prevented if no sub-areas have been added 

  • The opening of the data of a cancelled DPS from the link included in a request to participate in the Supplier Portal has now been prevented 

  • Fixed an issue with the opening of a DPS request to participate 

Supplier Portal 

  • Fixed an issue with the displaying of unit information in the ‘Calls for tenders’ listing 



Cloudia Sourcing Release News, 27 November 2018


The following new functionalities were installed as part of the update:


New criteria


The next part of the user interface upgrade has been installed in Cloudia Sourcing that includes, but is not limited to, upgrades to the procurement objects, criteria and scoring defined in the system, as well as upgrades to electronic auction, tender form and comparison. The changes made to the system are based on the customer feedback we have received.


A folder has been added to the Supplier Portal than contains a listing of the changes included in the reform, a recording of the presentation of functionalities webinar, and a listing of instructions for the new functionalities. The folder can be found here.


NOTE! Instructions for the new set of criteria have been marked with letters UX


How will the reform affect the existing notices?
The reform will have no effect on notices that are in progress or have already been published. Regardless of the reform, these notices will proceed to the end of the entire call for tenders process using the current criteria, and their comparison is carried out using the current comparison table. The change will also have no effect on suppliers as far as these notices are concerned.

The following fixes were installed as part of the update:


Cloudia Sourcing

  • Added electronic signature for internal competitions within the dynamic purchasing system * relates to e-signature
  • DPS: Changes have been made to the ‘Deadline for additional information comments’ feature, and an issue with the sending of additional information comments has now been fixed. As a result of the change, tenderers can now submit additional information comments to dynamic purchasing systems as long as the dynamic purchasing system is in effect.
  • Changed the way how a cancellation notice message is saved to the database
  • Fixed the listing of contract award decision documents in the documents to be signed in e-signature * relates to e-signature
  • Norwegian and Finland Swedish removed from the languages of Cloudia Sourcing and the Supplier Portal

The following fixes were installed as part of the update:


Cloudia Sourcing

  • Fixed the group approval of DPS requests to participate.
  • Fixed the issue with the procurement-stage DPS date check to the effect that it will not prevent the publication of the correction.
  • Fixed the retrieval of the mailing list in the ‘Documents’ section of a competitive tendering internal to the DPS to the effect that it will now show all the recipients to whom the internal competition concerned was sent by e-mail.
  • Fixed the generation of the ZIP package of call for tenders attachments
  • Fixed the wording of the subsection of section ‘II.1.4 Framework agreement information’ in defence and security contract notices as ‘In the case of framework agreements - provide grounds for any duration exceeding 7 years’ so as to be consistent with section 26 of the Act on Public Contracts in Defence and Security.
  • Fixed the EU contract award notice pdf document to the effect that it will not display extra information
  • Fixed an issue with the procurement identifier or reference number field of a competitive tendering internal to the DPS. The field was cleared when the ‘Information for the Supplier Portal’ section was saved.
  • Fixed the English system to the effect that the deadline is now displayed correctly in the listing of calls for tenders. Previously, the section concerned displayed the opening date of the mini competition notice.

The following fixes were installed as part of the update:

  • Fixed the issue with the mandatoriness check in the checking of missing information on the ‘Preview and publish’ tab of section II.1.3 of an EU prior information notice.
  • Fixed the issue where a notice pertaining to a concession notice could not be published.
  • Fixed the issue where several copies of contract notices were sent to HILMA when a call for tenders was published
  • Fixed the issue with the layout of the EU contract award notice pdf document


Supplier Portal

  • Fixed an isolated issue where a call for tenders published to the Supplier Register was not correctly displayed to the tenderers.

  • Fixed the issue with the link ‘Open this contract folder in Cloudia Contract’ * relates to integration with Cloudia Sourcing
  • Fixed the issue where a request for an extract from the criminal records could not be sent because there were several e-mail addresses as recipients. The e-mail addresses for requesting an extract from the criminal records come from the ‘The e-mail address the contract award should be sent to’ field in the tender.


Supplier Portal

  • Fixed the issue with the ‘The e-mail address the contract award should be sent to’ field to the effect that only one e-mail address can be entered in it.

The following new functionalities were installed as part of the update:


Manual transfer of document drafts to case management

* Additional case management integration functionality subject to a separate order

If the organisation has Cloudia Sourcing integration to the case management system enabled, an additional functionality will be available that enables transferring documents to the case management system even before the closing of the competitive tendering. The call for tenders and its attachments can be transferred to the organisation’s case management system before the call for tenders is published for purposes such as signing the documents. The Questions & Answers summary can be transferred to case management as soon as questions concerning the competitive tendering are received, and the comparison table as soon as it is first opened.


The following fixes were installed as part of the update:


Cloudia Sourcing

  • Fixed the issued with the publishing of the estimated value on a pdf document for DPS notices
  • Fixed the issue with the appearance of potential auction details in the new mini competition created based on an existing mini competition
  • Added section ‘VI.2 Additional information’ of a defence and security contract award notice in the HILMA transfer file
  • Fixed the issue with the ‘Send an email’ functionality of a framework agreement to the effect that the message will only be sent to those suppliers who were selected to the framework agreement concerned so that all those who submitted a tender will not be listed


Supplier Portal

  • Fixed the page that appears to the tenderer in the Supplier Portal when the notice is awaiting the HILMA check
  • Fixed the issue with the loading of the ‘Submitted tenders’ page


Small-Scale Procurement Portal

  • Defined the unit of the object as visible on a small-scale procurement notice


Cloudia Sourcing Release News 18 September 2018


The following new functionalities were installed as part of the update:


DPS:

The addresses of e-mail recipients related to the dynamic purchasing system can be maintained using the ‘Procurement system e-mail list’ feature. In the installation, an opportunity to add the tenderer’s e-mail addresses on the list was added in the system. An e-mail address can be added from the Supplier Portal profile users of the selected tenderer or by typing the desired address. The tenderer can also add these addresses on the Supplier Portal side.


The contracting entity’s instructions are available here, in the sourcing system support portal , and the tenderer’s instructions here, in the tenderers’ support portal.


Case management integrations

* Functionality subject to a separate order and an additional charge


As a new option, an opportunity for the organisation administrator to view case management transfers in a dashboard view had been installed in the system. The feature concerned has been added in the administrators’ tools menu. The view lists competitive tenderings whose documents have not been completely transferred to the case management system. The listing allows the administrator to view the statuses of the transfers and the reasons for failed transfers in more detail.


The following fixes were installed as part of the update:


Cloudia Sourcing:

  • Fixed the issue with the procurement-stage DPS date check to the effect that it will not prevent the publication of the correction
  • The field entitled ‘Additional information on the procurement procedure’ has been removed from the ‘Other information’ section of the restricted contract notice of the negotiated procedure, because the field concerned can already be found under the ‘Procurement procedure’ section.
  • Fixed the ‘Create a new notice using this as a template’ functionality with regard to a shared DPS. The functionality concerned creates a new notice in the organisation where the functionality is used.
  • Added the name of the invitation to participate in the e-mail sent to the tenderer in English-language notices
  • Added a mandatoriness check in a new EU contract notice section named ‘Legal basis’

The following fixes were installed as part of the update:


Cloudia Sourcing

  • Added a business ID format check in the EU contract award notice section V.2.3) Name and address of the contractor
  • The contractor’s business ID has been made mandatory in a modification notice
  • Fixed the issue with the opening of the changes and preview tabs of an EU contract notice correction notice
  • When ‘Create new notice’ is clicked, a listing of the forms available to the organisation concerned will be directly displayed

The following fixes were installed as part of the update:

  • Section III.2.1 of an EU contract notice was defined permanently visible on a pdf document and in the Supplier Portal. Previously, the section concerned was only shown if there was text in section III.2.2 as well.
  • The HILMA option on the publication page of the Utility procurement, under EU threshold value form has been removed. The notice concerned cannot be published to HILMA, because HILMA does not accept the form type concerned.

  • Fixed the issue where a weighing had to be entered for the price in the award criteria even if the lowest price was used as the award criterion.

The following fixes were installed as part of the update:

  •  Changed the user privileges of restricted users to the effect that they will now automatically have access to the contract award notices concerning the contract notices they have created.
  • Fixed the issue with the double envelope procedure to the effect that a new clarification request can now be sent after the processing of a clarification request
  • Fixed the validation of the ‘OJEU’ field to the effect that blank spaces will be removed from the field so that the notice can be successfully published
  • Imposed a maximum character limit of 32,000 characters on criteria of the text type to allow exporting the comparison table to Excel. An Excel cell accommodates a maximum of 32,000 characters.
  • Removed the option ‘Create a new call for tenders based on a request for information’ from a request for information.
  • Removed the checking of the deadline for additional information comments from mini-competition correction notices. A correction notice can be published even if the deadline for additional information comments was in the past.
  • Fixed the issue with the generation of a ‘Send request for tender clarification’ link. The link concerned was not displayed on the ‘Received tenders’ tab in all cases.

  • The ‘Presentation of the contracting authority’ field has now been defined to be printed on the pdf document of lightened procurement

The following fixes were installed as part of the update:

  • Fixed the issues with the formatting of the call for tenders pdf document in cases where the organisation and address details are long or the call for tenders is in English
  • Fixed the issue with the visibility of suitability requirements on the pdf
  • Removed the mention of a double envelop procedure on the printout of a negotiated procedure call for tenders, because the item concerned cannot be chosen on the user interface. Also fixed the issue with the listing of participating communities in the same document
  • Modified both the restricted call for tenders and the negotiation round pdf document to match the new forms so that all the choices made on the user interface will be shown in the document.
  • Added the national and EU contract notices published to the Supplier Portal to the rss feed received from the Supplier Portal and the Small-Scale Procurement Service

  • Checking of information related to the contractor's obligations and liability for a small-scale procurement *Additional functionality subject to a separate order
  • The procuring entity can now retrieve a Tilaajavastuu.fi report concerning a specific supplier for a small-scale procurement as well.
  • Monitoring of competitive tenderings internal to the DPS *Additional functionality subject to a separate order
  • The DPS administrator can now view a listing of the internal competitive tenderings initiated by clients in a shared DPS and proceed from the listing to the information page of a specific notice where the stages ‘Information page’ and ‘Documents’ are shown. The deployment of the functionality requires that the contracting entity also has the Cloudia Group additional functionality available.

   

The following fixes were installed as part of the update:

  • Fixed the issue where an error message was displayed when a negotiated procedure was started based on a call for tenders. 
  • Fixed the issue related to switching a competitive tendering internal to the DPS to the correction mode.
  • Fixed a translation error in the procurement object criteria in the English user interface.
  • Changed the e-mail related to the ‘Modify the deadline’ feature to the effect that the message now mentions the delay resulting from the HILMA check.
  • Fixed the issue related to the sending of a correction notice that occurred when several correction notices were published concerning the same contract notice.
  • Fixed the issue that resulted in a blank page randomly appearing on an ESPD document.
  • Fixed the issue as a result of which the business ID of the contracting entity was not automatically populated to a small-scale procurement notice.

  • Added an error message in the publishing of an EU contract notice in the event that the reference number field only contains a space
  • Fixed an issue related to the publishing of an EU direct procurement notice
  • Both the members of the tenderer's group and the subcontractors are now displayed in the checking of government data functionality. Previously, only either of them was displayed.
  • Fixed the issue with the saving of time in section IV 3.4) Time limit for receipt of tenders or requests to participate of the defence and security form

  

Supplier Portal

  • Changed the logic of a correction notice to the effect that a message will always be sent to all those who viewed the call for tenders irrespective of which version of the call for tenders the tenderer viewed. If the tenderer who viewed the call for tenders does not wish to receive messages, the tenderer needs to delete their incomplete tender from the Supplier Portal.
  • Corrected the Swedish translation of ESPD section III.B so as to make it consistent with the service provided by the Commission.

  • No e-mail message on the expiry of the waiting period will be sent in the case of a utility procurement notice that falls below the EU threshold value.
  • Fixed the issue with the publishing of a competitive tendering internal to the DPS to the effect that a message on the publishing will in all cases be sent to the suppliers who have been admitted to the purchasing system.
  • Fixed an isolated issue where a blank page appeared on the ESPD pdf printout
  • The text field in the rejection decision notification message of defence and security forms was made larger
  • Fixed the issue with the visibility of additional CPV code items on the pdf document of defence and security forms
  • Added a missing reference to the maximum score for total price and quality on the pdf of a call for tenders with object rows
  • Due to an upcoming HILMA update, the business ID was made mandatory for all EU notices

  • Fixed the issue related to the listing of an exclusion decision on the pdf document. Previously, the opening date of the exclusion decision was shown on the document; fixed to the effect that it now shows the actual sending date.
  • Fixed the issue with the listing of an OJEU number in an EU contract award notice
  • Fixed the templates to the effect that the attachments inherited from the template can now be removed from a notice created on the basis of a template
  • Fixed the issued with saving the text in the concession contract notice field ‘I.6 Main activity - Other activity’
  • Fixed the ‘Other attachments’ field of the ‘Documents’ section of a shared framework agreement to the effect that only the organisation that administers the framework agreement is allowed to upload attachments

  

DPS

  • Changed the ‘Have reviewed’ title in the DPS section ‘Processing of applications’ to ‘In progress’. All incomplete applications to the procurement system concerned will be listed under the title concerned.
  • Fixed the publishing of the invitations to participate of a dynamic purchasing system. When HILMA accepts the notice, it will be displayed in the Supplier Portal.
  • Removed the direct document view link from the ‘Documents’ section of shared DPS notices
  • Fixed the display of the deadline for questions and answers in DPS notices on the ‘Questions and answers’ tab in the Supplier Portal
  • Added the option of using e-signature in DPS notices (*the e-signature is a functionality subject to an additional charge)

The following fixes were installed as part of the update:

  

Cloudia Sourcing:

  • Fixed the maximum points field of the menu and multiple-choice menu criteria to the effect that the field concerned is not editable, but instead the scores will come from the menu options
  • The system has been changed to the effect that a contract award decision cannot be sent if no suppliers have been selected for the contract award decision concerned
  • Fixed the issue with the quality maximum points field in the comparison table. If 0 was entered as the value in the ‘Maximum quality points’ field, this could cause problems in the calculation of points in the comparison table.
  • Removed the reference to ESPD from the ‘Suitability requirements’ section of a national contract notice
  • Fixed the framework agreement templates to the effect that any attachments saved on a template will be included in the mini competition created based on the template
  • The deletion of contract terms and conditions with a correction notice was prevented for all notice types
  • Added the date of proceeding to the DPS procurement stage in the pdf document

  

Cloudia Small-Scale Procurement

  • Fixed the issue with the archive functionality of a small-scale procurement notice
  • Fixed the issue with the ‘Procurement identification’ field of a small-scale procurement

The following new functionalities were installed as part of the update:

  

Cloudia Sourcing

 

The ‘Send an email’ functionality in contract notices is now more versatile. In an active procurement, the ‘Send an email’ functionality can now be used for selecting whether you want to send an e-mail to all those who viewed the notice or only to those tenderers who submitted a tender. In a closed procurement, you will also have the option of choosing ‘Tenders included in comparison’, ‘Winning tenderers’ or ‘Lost tenderers’. 

 


  • The option of using a price criterion and creating own price formulas when the order of priority is used as the comparison criterion has been added to the system

  

The following fixes were installed as part of the update:

  • The NUTS code listing was updated to match that of HILMA
  • Fixed the link text on the negotiated procedure information page to refer to the invitation to participate
  • Fixed the tenders shown in the ‘Pending’ section of the ‘Clarifications’ tab
  • Setting a tender opening date earlier than the deadline in EU contract notices has now been prevented
  • Added e-signature for mini competitions
  • Fixed the ‘People who reviewed the notice’ views in the DPS and in ‘Processing of applications’, which showed a different number of tenderers
  • Removed the checking of the ‘Proceeding to the procurement stage’ field in a procurement-stage DPS correction notice. Before publishing, the field had to have a date that was 30 days later than the current date.

  • Fixed the display of the documents generated by DPS notices in the system in the Supplier Portal
  • Fixed the functioning of the ESPD section in the Swedish user interface
