Setting up a new mini competition

  • In the ‘Information on framework agreement’ window, click ‘Create new mini competition’
    • A listing of the object groups or rows put out to tender under the framework agreement concerned and the suppliers selected for them is shown below
  • Tick the object groups or rows you want to put out to tender
  • Select the method of creating the call for tenders:
    • Create a new one from an empty template
      • The new call for tenders opens in the create mode to create the call for tenders from an empty template
    • Create based on this framework agreement
      • The new call for tenders opens in the create mode where the details of the framework agreement have been populated on the form
    • Create based on an earlier mini competition
      • The details of the framework agreement are copied from a selected earlier mini competition
        • Select the mini competition you want to use as a template from the drop-down menu



The process for mini competitions is roughly the same as that for other procurements. The process steps are the following:


Preparing a call for tenders

  • The suppliers selected in connection with the framework agreement will be automatically chosen as the recipients of mini competition calls for tenders (according to the objects in respect of which they were chosen as suppliers)


NOTE! When a mini competition is set up, the following information will no longer be defined at the call for tenders preparation stage: procurement category, type of procedure, suitability requirements, CPV code and the main site or place of performance (NUTS code) of the procurement.

NOTE! Mini competitions will be automatically linked to the procurement under a specific framework agreement.


Adding a mini competition template


When the user has prepared a call for tenders to put the framework agreement out to tender, it can be saved as a template for a mini competition call for tenders. The created template will be automatically linked to the framework agreement concerned and will in that case be the only option that can be used for a mini competition under that framework agreement.


NOTE! The status of the call for tenders must be ‘In progress’ to allow saving it as a mini competition template.


To add a mini competition template, click ‘Mini procurement templates’.

  • Click ‘Add new template’.
    • If mini competitions with status ‘In progress’ have been created under the framework agreement, they will be displayed in the resulting window.
  • Select a mini template by clicking the checkbox in front of it
    • Then click the ‘Attach’ button



The attached mini competition templates are displayed under ‘Mini procurement templates’.

  • To edit a template, click the edit button (crossed tools)
  • To delete a template, click the cross button
  • To add a new template, click the ‘Add new template’ button



NOTE! A mini competition cannot be published directly via the edit template view. 


Criteria locks


"The mini competition template includes section 7 ‘Criteria locks’ that can be used for locking procurement objects and criteria. These locks can be used for directing the initiators of mini competitions to prepare internal mini competitions that are in accordance with the framework agreement. 

  • Prevent the addition of new object groups
    • No new object groups can be added with a mini competition
  • A price must be asked for the object group
    • The selection forces the mini competition to ask for a price for all products/services in the procurement area concerned
  • Products / Services: Locked tab
    • The selection locks the product/service field so that they cannot be modified with a mini competition and no new fields can be added
  • Criteria: Locked tab
    • The selection locks the criteria row so that this row cannot be modified with a mini competition.
  • Minimum and maximum limit values can be defined for a numerical criterion
    • If minimum and maximum limit values have been defined for a template, a mini competition can be used for changing the minimum and maximum values within the limit values."



Starting a mini competition from a template


When mini competition templates have been saved under a framework agreement, a new mini competition can be set up from a template as follows.


Click ‘Create new mini competition’

  • From the ‘Select the template you want to use’ drop-down menu, select the desired template
    • When you click the template name, the system switches to the create procurement notice view
