· The issue with the OJEU  number that is transferred to an EU contract award notice has now been fixed.  Previously, the number of the EU prior information notice was erroneously  transferred to the contract award notice.

· The issue that caused a  failure in the publishing of the contract notice because of a space character  in the contact person field has now been fixed

· The issue with the generation  of clarification request links has now been fixed

· The issue with the generation  of the ‘Changes to the EU contract notice’ tab has now been fixed

Dynamic purchasing system

* Additional functionality subject to a separate order(included  in the framework agreements of Hansel and KL-kuntahankinnat)

 

Dynamic purchasing systems can  now be created in Cloudia Tendering. The functionality is a separate module  that can be found from the top menu of the Cloudia Tendering home page. The  functionality will be enabled in stages during this year for the contracting  entities that ordered it. 

 

A dynamic purchasing system  refers to a fully electronic procurement procedure. The procurement procedure  remains open to all eligible suppliers for its entire duration. Instructions  for using the procedure in Cloudia Tendering can be found here: Dynamic purchasing system

· The issue with  starting a new call for tenders from the supplier register has now been fixed.

The following fixes were  installed as part of the update:

Cloudia  Tendering

 

· The issue with  the transfer of the ‘The last date for replying to this notification’ field of  the general transparency notice (this notice informs about some other  arrangement) to the PDF document has now been fixed. Prior to this fix, the  text ‘Tender must be valid until’ was transferred to the document.

· The issue with  the sending of a clarification request has now been fixed. Previously, it was  not possible to send a clarification request in cases where order of priority  had been selected as the comparison criteria for the call for tenders.

 

Cloudia  Planning

 

· The uncertainty  related to the saving and deletion of a client added to a competitive tendering  project has now been fixed. Prior to this fix, adding a client deleted the  previously added client information, while the delete feature deleted several  clients entered in the system. This issue appeared in individual competitive  tendering projects.

Contract award decision in several stages

A contract award decision can now  be made in several stages. When the preparation of a contract award decision is  started, the tenderers to whom the contract award decision applies are selected  first. Supplier-specific rejection decision

A supplier-specific rejection  decision can be sent to the rejected suppliers from the ‘Received tenders’  tab.

Updates to the clarification request

· A new tab named  ‘Clarifications’ has been added to Cloudia Tendering under which all  clarifications are listed on the respective tabs according to their  status. 

· Each tab shows,  depending on the case, the original tender, the clarified tender, the cover  letter prepared by the contracting entity, and the date and time when the  clarification was sent. From the tab, you can also download a zipped package  containing all the documents related to the original or clarified tender.

The following fixes were  installed as part of the update:

 

Cloudia  Tendering

· The ‘Send an  email’ functionality has been changed to the effect that the system now sends a  message to all those who have viewed the call for tenders even if they are  users from the same organisation. 

· The issue with  starting a contract award notice based on a concession has now been fixed.

· The issue with  the opening of the ‘Download report of the auction events’ has now been fixed.

· The price  attachment criterion has been fixed to the effect that the files uploaded under  it will not be included in the zip package if the price comparison has not yet  been started. 

 

Supplier Portal

· The issues with  the generation and submission of a partial tender have now been fixed. A  correction notice has in some cases caused a temporary delay in the submission  of a tender. 

· The issues with  sections ‘Postal code’ and ‘Locality’ in the ‘Information concerning the  economic operator’ section of the ESPD form have now been fixed. Previously,  the information entered in these fields was not saved in all cases. 

 

Small-Scale  Procurement Service

· The issue with  the saving of attachments in the ‘Other attachments’ section has now been fixed

The following new functionalities  were installed as part of the update:

 

Cloudia  Tendering

· Contract  notices in the fields of defence and security have been added to Cloudia  Tendering. Instructions for the forms will be published in the support portal  today (1 November). The new forms are: 

· The option of  changing the supplier for a framework agreement currently in force in the event  that the supplier has changed following corporate restructuring, etc. has been  added. Click here for  instructions. 

· A new criterion  type named Price attachment has been  added to the procurement object criteria. The  criterion is used for requesting the supplier to upload an attachment that  contains prices and to provide the price information. The price is compared in  the normal manner using the ‘ratio to lowest’ formula. The price attachment  criterion is intended to be used in the double envelope procedure in  particular. The system processes the file uploaded in the price attachment  criterion section as price information, meaning that the file concerned cannot  be opened at the quality comparison stage but only in price comparison.

Supplier Portal

· Added the  opportunity for a tenderer to export ESPD answers and questions to another ESPD  system and the opportunity to import the answers back to the Supplier Portal.  Click here for instructions on how to use the  functionality.

The following new functionalities  were installed as part of the update:

Supplier  register:

· It is now  possible to create different types of calls for tenders from the supplier  register. In addition to a utilities call for tenders, it is now possible to  start a national procurement notice, an EU contract notice, a ‘Social and other  specific services’ contract notice and a request for information from the  supplier register. 

· A call for tenders  or invitation to participate started on the tendering system side can now be  published directly to the selected supplier register.

 

The following fixes were  installed as part of the update:

 

Cloudia  Tendering

· The e-mail  automatically sent by the system concerning the end of visibility of a ‘social  and other specific services - public contracts - contract award notice’ has  been deleted.

· The issues with  the framework agreement and mini competition functionalities have now been  fixed.

· The  ‘Qualification requirement’ tab has been removed from mini competitions.  Qualification requirements will no longer be presented in mini competitions,  because the suitability of the tenderers has already been determined at the  framework procurement stage.

· The issue with  the publishing of a notice where the details of the contracting entity  populated from a template were copied to the publishing confirmation has now  been fixed. 

· The issue with  the ESPD PDF document has now been fixed. The information entered under the  requirements of point C of section IV failed to print onto the document. 

· The issue with  updating the ESPD from the ‘Documents’ tab has now been fixed. 

 

Small-Scale  Procurement

· Fixed the issue  related to the notification of the publishing of a small-scale procurement.

 

Supplier Portal

· Added the note  ‘In the ESPD section below, tenderer refers to a subcontractor’ in the  subcontractor’s ESPD document. 

· The text on the  ‘Summary of thecall for tenders’ tab has been fixed to display the text in its  entirety.

The following fixes were  installed as part of the update:

  • · Added a message  to the ‘Utility procurement, under EU threshold value’ call for tenders for  cases where an attempt is made to publish a procurement in excess of the  threshold value for utilities using a notice type intended for a procurement  under the threshold value. 
  • · The e-mail  automatically sent by the system concerning the end of visibility of an EU  contract award notice has been deleted.
  • · The issue with  saving the ‘Total amount and scope’ field in the ‘Other information’ section  has now been fixed.
  • · The issue with  the pdf printout of a turnkey procurement comparison table has been fixed to  the effect that the document now shows the text ‘turnkey procurement score’.  Previously, the pdf displayed an incorrect text that referred to the object  group specific scoring criterion.  
  • · The ‘Pre-saved  texts’ functionality has been enabled in all system languages
  • · Date fields in  the Finnish-Swedish user interface have been changed to use the Finnish date  format dd.mm.yyyy 
  • · Added a message  that is displayed on the preview page of the modification notice in the event  that the maximum number of characters in any field is exceeded
  • · Fixed the  visibility of a concession contract award notice to make it consistent with  that of other contract award notices. A 30-day visibility period is set for the  notice by default, after which the notice will be archived. 
  • · Added the  clarification ‘for example, a request for information’ in connection with a  selection related to EU prior information notice, Directive 2014/24/EU.
  • · Removed section  ‘New communities can be added to the procurement contract at a later date’ from  the call for tenders pdf, which can no longer be edited with the user  interface. The section concerned was in accordance with the old forms and could  be included in the call for tenders pdf if the notice was started based on a  template or old notice. 
  • · The ‘Additional  contracts' initial period’ field is not imported on the contract notice pdf if  the field is blank.
  • · The issue with  the generation of a concession template has now been fixed. The information of  Section II can now be copied from an incomplete notice to a template that has  been saved the normal way. 
  • · The ‘Internal  discussion’ functionality has been fixed to the effect that an exclamation mark  will only be added before the name of the competitive tendering when messages  are saved under the feature. Previously, the exclamation mark was added as soon  as the ‘Internal discussion’ functionality was opened. 
  • · The issue with  opening a notice attachment has now been fixed. This issue recurred in  connection with individual contract award notifications.
  • · The  cancellation notice has been fixed to the effect that the information in new  statistical fields will not be exported to HILMA. HILMA will then accept the  publication of the cancellation notice.  
  • · The issue with  the generation of a comparison table in cases where criteria were added to the  ‘Procurement object criteria’ section using a correction notice has been  fixed. 
  • · Templates have  been fixed to the effect that the file attachments attached to a template will  transfer to a new call for tenders and vice versa. 
  • · The issue with  the removal of a product from a correction notice has been fixed.

 

Cloudia  Planning

· An issue with  the preparation of an EU contract notice via Cloudia Planning has now been  fixed. Previously, an additional comma appeared in the name of the notice when  it was edited.

 

Cloudia  Small-Scale Procurement

· The ‘Lightened  procurement’ form has been fixed to the effect that the notice can be published  without selecting the ‘Supplier Portal’ option (applies to organisations that  use the extended version of the Cloudia Tendering system)

· The issue with  the ‘Do not show type of procedure to suppliers’ option in lightened  procurement has now been fixed. The option concerned now only hides the  procurement procedure if there is information in the other fields. If the  fields in the section concerned are blank, the information of the entire  section will be hidden. 

 

Supplier Portal

· The scalability  of the Hanki service has been improved to have all the fields in the ‘Calls for  tenders’ section visible in their entirety

· Section IV of  the ESPD has been fixed to the effect that no unnecessary decimals are  generated at the end of numerical fields. 

· The saving of  the criteria of a correction notice has been fixed to the effect that if the  allocation of ‘all items’ changes, all answers related to the criterion  concerned will be removed from the tender

The following fixes were  installed as part of the update:


Cloudia Tendering:

· The functioning  of the system has been changed to the effect that a new language can be added  with a correction notice to an EU contract notice to section ‘IV.2.4.)  Languages in which the tender may be submitted’.

· The functioning  of the system has been changed to the effect that several contracts can be  announced with an EU contract award notice even if the contract was not divided  into lots.

· An issue where  an error text was displayed in the ‘Minimum time frame during which the  tenderer must maintain the tender’ section of the call for tenders document of  a lightened procurement has now been fixed.

· An issue that  related to the error message given by the checking of government data  functionality in the event that the tenderer had not entered a business ID or  the business ID was in incorrect format has now been fixed.

· An issue where  the information contained in section ‘Unit responsible for tendering or the  contracting authority representative’ was transferred to the contract notice  from the template and could not be edited by the user has now been fixed.

· An issue where  received orders were not, in certain cases, displayed on the ‘Documents’ tabs  under closed and archived calls for tenders has now been fixed.

· An occasional  issue in the retrieval of information related to the contractor's obligations  and liability has now been fixed. When information related to the contractor's  obligations and liability was retrieved, the system reported a temporary error.

· The issue with  the ‘EU contract award notice’ and ‘Social and other specific services - public  contracts - contract award notice’ forms where a deletion of a contract segment  did not delete that segment from the PDF printout has now been fixed.

· The ‘edit’  feature in a framework agreement has been changed to the effect that the status  of a framework agreement will no longer change to in progress. In the future, a  framework agreement can be edited on-the-fly so that it remains valid at all  times.

· The issue with  the creation of a new small-scale contracting entity has now been fixed.  

 

Procurement calendar:

· A change has  been made that makes it possible for a contracting entity to use an alternate  address in the Procurement calendar.

· The issue with  the loading of the ‘Received tenders’ tab after the checking of the information  related to the contractor's obligations and liability has now been fixed. 

· The issue with  the testing environment that caused a temporary delay has now been fixed. The  delay occurred when the call for tenders was started using the ‘Contract  notice, under threshold value’, ‘Direct award’ or ‘Utility procurement, under  EU threshold value’ forms. 

· When a contract  award notice is made based on a concession notice, the system now generates a  correctly formatted contract award notice that is acceptable to HILMA.  Previously, when a contract award notice was made based on a concession notice  using the ‘Create a contract award notice based on this contract notice’  feature, the system generated a regular EU contract award notice.

 

Procurement  calendar

· The ‘Future procurements’  calendar in the Procurement calendar has been fixed to the effect that it now  only shows the future procurements of the selected contracting entity.

 

Supplier Portal

· The issue with  the sending of questions has been fixed to the effect that the question is  listed on the correct call for tenders even if the tenderer had several tenders  open on different tabs. 

· The procurement  description shown in the ‘Submitted tenders’ view has been updated to always  come from the contract notice concerned. In individual cases, the procurement  description was inherited from an old template based on which the call for  tenders was started. 

 

Small-Scale  Procurement Service

· The issue with  the opening of PDF and HTML documents in the call for tenders has now been fixed

The following fixes were installed as part of  the update:

· The issue related to the  editing and removal of a community participating in a mini competition has now  been fixed. 

· The publishing  of correction notice has been fixed so that when a procurement notice is  corrected, the existing electronic signing process is cancelled. In this case,  the procurement notice must be signed again electronically or manually,  following which it can be published normally. *concerns organisations where electronic signature is used

· If the structured ESPD  provided by the system was included in the procurement, tenders received in  hardcopy format may not be entered after the deadline. 

· The incorrect e-mail  automatically sent by the system concerning the editing of a framework  agreement has been deleted. 

· Editing of a  shared framework agreement by users of the framework agreement has been  prevented. Only the administrator of the framework agreement may edit a shared  framework agreement. 

· Section ‘V.2.4 Contract  value’ of a direct procurement notice has been corrected so that decimals will  not be transferred to HILMA with the entered value, so HILMA will accept the  notice.

· The number of notices in the  auction folder has been corrected to show the actual number after the folder  name. 

· The issue with the listing of  the sections of an EU contract award notice under ‘SECTION V: Conclusion of the  contract’ has been fixed.

· The additional text in the  ‘Framework agreement’ section of a national procurement notice PDF has been  removed as there is no longer an edit field for it in the input form.

· When a new notice is created  based on a previous notice, the maximum score of the object group will now be  copied to the new notice. 

· The mini competition PDF  document has been revised. 

· The issue with the visibility  of the contact information of the contact information register has now been  fixed.

· The issue with the ‘Create a  new notice using this as a template’ functionality in concession notices has  now been fixed.

 

Cloudia Small-Scale Procurement

· The additional fields in the  preview of the ‘Other information’ section of a lightened procurement have been  removed.

· The PDF documents of a  lightened and small-scale procurement have been improved so that the texts in  the fields will be printed under headings that are consistent with the input  form.

· The ‘Introduction of the  contracting entity’ field has been added to the lightened procurement PDF  document. 

· The incorrect link in the  ‘Notification for answering the question’ message of a small-scale procurement  notice has been fixed. The e-mail link incorrectly referred to the Supplier  Portal even though the notice was published to the Small-Scale Procurement  Service. 

· The PDF document of a  small-scale procurement call for tenders has been fixed to so that any links  added to the notice will also be shown on the PDF document. 

· Lightened procurements will  now also be displayed in the archive folders for small-scale procurement users.

· The attachments added to the  supplier register can now be edited when the published supplier register is  corrected. 

 

Supplier Portal

· The ‘Procurement object  criteria’ section has been fixed in respect of closed groups in partial  tenders. When a correction notice to a procurement notice was made, any object  groups not tendered in an in-progress tender resulted in an indication of  missing mandatory information. 

· The error messages of the  Supplier Portal registration form have been made clearer and moved to a more  visible location.

· The introductory field of the  ‘Other terms of the call for tenders’ section has now been defined to also show  in the Supplier Portal. The ‘Other terms of the call for tenders’ section is  available when structured ESPD is used on the notice. 

· ‘The entire call for tenders  and attachments’ section of the Supplier Portal has now been fixed. The  attachments of the call for tenders are now listed in the same order in which  they were arranged in the call for tenders. 

· The issue with the message  shown to the tenderer when the correction notice is pending HILMA approval has  now been fixed.

 

Small-Scale Procurement Service

· The edit view of the user’s  own data in the small-scale procurement service has been improved.


Cloudia  Tendering Release News 8 August 2017


The following new functionalities were  installed as part of the update:

 

Checking of the information related to the  contractor's obligations and liability in the Cloudia Tendering system

* additional functionality subject to a separate order

 

The contracting entity may now easily check the  statutory information related to the contractor's obligations and liability  concerning a selected supplier from the ‘Received tenders’ tab. The information  will be checked from the Reliable Partner service maintained by Suomen  Tilaajavastuu Oy. The contracting entity does not need separate credentials to  the Tilaajavastuu service. The information will be retrieved using the Cloudia  user credentials based on the tenderer's business identity code. Click here for  instructions on how to use the functionality.

 

 

The following fixes were installed as part of  the update:

 

Cloudia Tendering

· The issue with the  publication of a mini competition when the competition was created using the  ‘Create using this framework agreement as a template’ functionality has now  been fixed. 

The issue related to  the adding of a client (‘orderer’) under section ‘Orderers (Other participating  communities)’ has now been fixed. With certain notices, the adding of an  orderer caused the system to jam.

The following fixes were installed as part of  the update:

 

Cloudia Tendering

· The functioning of the system  has been changed to the effect that when a procurement notice is created,  clicking an empty section of the form next to multi-select buttons no longer  changes the selection related to the section of the form concerned.

· A possibility to delete the  created units has been added to the contact information register.

· The functioning of the text  field intended for stating the reasons for a duration of a framework agreement  in excess of four years has been changed in section IV.1.3 of an EU procurement  notice so that from now on, brackets can be used in the field concerned.

· The issue that caused the  NUTS code of contract segments to change into a ‘top-level’ code when the  notice was published has now been fixed.

· The issue with the opening of  the edit mode of a framework agreement mini competition that caused the system  to display a notice of a temporary delay has now been fixed.

· The issue with the opening of  in-progress mini competition documents in PDF and HTML format has now been  fixed.

· The issue with the opening of  the ‘Object of the contract’ tab in a call for tenders of a lightened  procurement has now been fixed.


Cloudia  Tendering Release News 27 June 2017


The following fixes were installed as part of  the update:

 

Cloudia Tendering

· The ‘Object of the contract’  tab has been fixed in respect of two notices so that the notice can now be  saved without a temporary delay. In both cases, the problem was caused by a  previous call for tenders based on which the tenders had been made. 

· ‘The procurement’s primary  location’ section is no longer defined as mandatory in a national procurement  notice. The section is also not mandatory in HILMA. 

· The incorrect reference to  missing information related to section II.2.5) on the ‘Preview and publish’ page  of an EU contract award notice has now been fixed.

· The publishing of the notice  by pressing Enter has been prevented so that the notice will not be published  by accident. 

· The issue related to the  quality maximum score in the comparison table has now been fixed.

· The ‘Other terms of the call  for tenders’ section has now been defined to appear in the supplier register  PDF.

· The call for tenders search  has been fixed to also take into account the new forms added to the system  during the spring.

· The EU procurement notice PDF  document has been fixed to so that the contract segments are printed in the  order indicated by their sequential number.

· The framework agreement start  and end dates and the number of operators have been removed from a national  procurement notice. This information is not required in HILMA either, or on an  EU procurement notice. 

 

Supplier Portal

· The tenderer’s tender PDF  document has been fixed so that the additional information entered in ESPD  section ‘D: Quality assurance schemes and environmental management standards’  will be printed on the tenderer’s tender


Cloudia  Tendering Release News 16 June 2017


On Friday 16 June 2017, a new section was added  to the procurement notice in connection with the installation of Cloudia  Tendering: Information about the  special considerations taken into account in the procurement procedure. The  section contains three mandatory questions that will not be displayed on the  PDF form of the notice but are only used for statistical purposes. 

 

The section has been defined as mandatory for  the following forms submitted to HILMA: 

· National procurement notice

· EU procurement notice

· Social and other specific  services - public contracts - procurement notice

· EU procurement notice,  utilities

· Concession notice

 

The section concerned has also been added to  the user instructions.

 

 

NUTS  code

Additionally, the NUTS code listing was also  updated in connection with the installation. NOTE! All NUTS code fields have been cleared from in-progress notices.  The NUTS code must be re-selected for the notice before the notice can be  published.

  • · A prior information notice  that only provides prior information has all the procurement contracts that  were listed for the notice concerned listed as its name, separated by  commas. 
  • · The issue related to the  publishing of a correction notice has now been fixed.
  • · The drag & drop  functionality in the sections of an EU procurement notice has been fixed.
  • · ESPD document has been added  to the ‘Send an e-mail preview’ functionality. If the comment feature of the  system is enabled, the respondent will find the ESPD document in the comment  interface. If the comment feature of the system is not used but the notice is  sent by e-mail for preview, the ESPD document will be sent as an e-mail  attachment.
  • · The comparison of a  clarification request has been fixed to also show long texts in their entirety  where necessary.

 

Cloudia Small-Scale Procurement

  • · The issue with the generation  of the header of a small-scale procurement tender document has now been fixed.
  • · The issue with the comparison  table of a lightened procurement has now been fixed.

  • · The comparison  table accompanying the electronic signing of the contract award decision has  been changed to a format in which business secrets are hidden. 
  • · The comparison  table accompanying the electronic signing of the contract award decision when  eAuction is used for tendering has been changed. Previously, the comparison  table of the preliminary round was sent for signing, whereas now the  post-auction comparison table is sent. 
  • · Section ‘Validity period’ in  a national procurement notice has been rephrased as ‘Procurement contract  validity period’ to make the title consistent with HILMA

Electronic  signature

Electronic signing has been added to all  notifications to be signed (all other calls for tenders except those for  small-scale procurements). The feature can be used for signing a call for  tenders, opening document and contract award document electronically. If the  organisation has electronic signing enabled, the system will prompt the user to  select whether the document concerned is to be signed in the normal manner or  electronically. Cloudia Tendering

  • · Text field  character counts in EU procurement notices have been checked to be consistent  with the updates made in HILMA. 
  • · A selection for the  units of the contracting organisation has been added to EU notices. 
  • · The issue with the  updating of edited ESPD details to the ESPD PDF document has been fixed. 
  • · The issue with the  population of the time of the date change carried out using the ‘Modify the  deadline’ functionality to HILMA has now been fixed. 
  • · The ‘Suitable candidates’  section has been removed from the invitation to participate document  accompanying an EU procurement notice. Previously, this section was included in  the document even if it was not selected when the invitation to participate was  prepared. 
  • · The issue with  changing a tender submitted in response to a below the threshold national  procurement notice to a request to participate has been fixed. The issue was  caused by outdated threshold information.

Cloudia Small-Scale Procurement

  • · The issue with  editing a lightened procurement has been fixed. The issue was caused by a blank  organisation detail in the contact details of the contracting  organisation. 
  • · The visibility of  the criteria in the call for tenders documents has been fixed, and the  ‘Attachments of the tender’ section is now also visible in the call for tenders  documents 
  • · The issues with the  call for tenders links of small-scale procurement invitations to tender  published following the restricted procedure have been fixed. 
  • · The issue with  creating a new notice based on the user’s own template has now been fixed. The  issue occurred occasionally in connection with lightened procurement  notices. 
  • · The issue with  answering to a question has now been fixed. The issue was caused by a blank  e-mail address under the user of the contracting entity. 
  • · The issue with the  visibility of tender attachments accompanying a small-scale procurement  invitation to tender has now been fixed. Previously, the ‘Attachments of the  tender’ section was not shown on calls for tender when the no attachments were  defined as mandatory in the system but text was nevertheless entered.

 

Cloudia Planning

  • · The issue with the  population of the CPV and NUTS codes entered for a tendering draft and  tendering project to the call for tenders set up through the project has been  fixed. 



Supplier Portal

  • · The icons in the  ‘My tenders’ section have been corrected to be assigned to the links set  up 
  • · A typo on the  ‘Summary of the notice’ page has been corrected. 
  • · The issue related  to the submission of tender has been fixed. The issue was occasionally caused  by duplicate rows in ESPD answers. We do not recommend keeping the tender open  on several tabs when the tender details are filled out.

The option of using a structured ESPD form  while also presenting other requirements related to the call for tenders has  been added for EU procurement notices. When ‘ESPD is used’ is selected, the  suitability requirements section changes to the ‘Other terms of the call for  tenders’ section. The procedure to be followed in the section concerned is the  same as that used in suitability requirements. 

 

 

In the Supplier Portal, the other terms will  be filled out under ‘Exclusion and suitability (ESPD)’.

Cloudia Small-Scale Procurement
The small-scale procurement invitation to  tender and lightened procurement (with scoring) have been upgraded to the new  Cloudia Tendering visual outlook. The forms can now be found under ‘Create  notice with new forms’ -> ‘Other notices’. Check the new visual outlook of  the forms here:

Cloudia Planning
The option of preparing a tendering proposal  in an isolated page view has been added to Cloudia Planning to also allows  users who have not logged in to make proposals in addition to Cloudia Planning  licenced users. In the deployment stage, project managers provide the  organisation concerned with a link which the organisation may add to the  desired location (e.g. intranet). If the deployment project has already been  brought to completion, the link needs to be requested from Cloudia system  support. Click

The option of publishing a draft to the  public calendar view ‘Procurement calendar’ has been added to tendering draft  confirmation. The tendering drafts published to the procurement calendar can be  found under ‘Upcoming procurements’. A procedure for supplier register,  also known as the qualification system (utilities), has been added to Cloudia  Tendering. In the procedure, a supplier register is set up based on which the  contracting authority may place invitations to tender targeted at this  register. ESPD  form as an attachment

ESPD questions have been moved from  the invitation to tender pdf to a separate attachment. The ESPD form will be  enclosed as an attachment with the invitation to tender and can be previewed on  the ‘Preview and publish’ page. In the Supplier Portal, the attachment is  listed together with other annexes to the invitation to tender.

Effect  of correction notice on tenders

 

The update involves a change on how filing a  correction notice affects submitted and incomplete tenders. Until now, in the  event that a call for tender is corrected in respect of the suitability  requirements or criteria defined for the object of the contract, any edits made  have resulted in the deletion of the tenders that were already submitted or  incomplete.

In the future, in the event that any changes  are made to the criteria of the object of the contract, the suitability  requirements or the ESPD form, the tenders will not be deleted entirely, but  will instead be set as incomplete and remain otherwise unchanged, except for  the criterion or suitability requirement being changed. 

 

Tenderers will be informed of the incomplete  status of their tender by e-mail. Tenderers will then need to manually enter  the details of the changed criterion or suitability requirement and re-submit  the tender. In the event that the changes made to the call for tender concern  items of a structured ESPD form, all parties who had submitted ESPD responses,  including consortium members and subcontractors, will be informed when the  revised call for tender is published.

 

 

The following fixes were installed as part of  the update:

  • The fields ‘Candidate's or supplier's suitability requirements’ and ‘Certificates and statements on which suitability is assessed on’ have been defined as mandatory for all national procurement  notices if ‘Innovation partnership’ is selected as the type of procedure (the same change will also be made in HILMA in connection with the version update of 7 April 2017). 
  • The ‘procurement value’ field of a correction notice to a  national procurement notice has been defined as optional (the same change will also be made in HILMA in connection with the version update of 7 April 2017). 
  • The issue related to the publication of lightened procurement has been fixed. If the period of validity of the procurement and the deadline of the invitation to tender were in conflict, the system failed to indicate why the publishing of the notice was not possible. A message       explaining why the notice cannot be published has been added. 
  • The publication issue related to correction notices made by modifying the deadline has now been fixed. The problem was caused by the rejection made by HILMA, because no new opening date could be defined for the notice when the deadline was modified. This field is now added to the ‘Modify the deadline’ functionality for an EU procurement notice or EU procurement notice, utilities if ‘Open’ or ‘Accelerated open’ is chosen under ‘IV.1.1) Type of procedure’.
  • Sections II.1.7 and V.2.3 are no longer mandatory in the ‘Social and other specific services - public contracts - contract award  notice’ form. The fields have been changed to match those used in the HILMA form.
  • Section ‘Supplier is an SME’ in the ‘Social and other specific services - public contracts - contract award notice’ form corrected to display the same wording in the pdf document as well. Previously, the pdf document showed the old wording ‘Contractor is an SME’ in that section.
  • The issue with the checking of e-mail addresses on the ‘Preview and publish’ page of the invitation to tender has now been fixed. When an incorrect e-mail address was corrected, several copies of the same notice could be accidentally sent to HILMA.

 

Supplier Portal

  • The issue with sending caused by duplicated ESDP responses has now been fixed. The issue occurred in situations where the tenderer clicked the submit tender button several times.

The following fixes were installed as  part of the update:

  • The ESPD preview section is now also displayed in procurement notices for social services when ‘Structured ESPD for the Tendering system’ is enabled.
  • The copying of the ‘Additional contracts’ initial  period’ field has been corrected in notices that are moved from the test  system to production or vice versa.
  • Mandatory fields and the checking of minimum  requirements have been removed form sections V and IV of the ESPD form  when the tender is submitted as a consortium or using resource       subcontractors.
  • The wording of the ‘Exclusion criteria’ questions in  section III of the ESPD has been change to “either... or”. Previously, the  question was in the “both... and” form.

 

Supplier Portal

  • A problem related to the saving of the invoicing  address in the ‘My profile’ section has been fixed.
  • The expandable fields in ESPD questions have been  fixed so that content is now correctly generated.
  • The saving of an ESPD profile has been fixed so that  the profile is always copied when the call for tender has ‘Structured ESPD for the Tendering system’ enabled.
  • The population of the validity period defined for  the call for tender to the Supplier Service has been fixed.

 

Small-Scale Procurement Service

  • An indication of required tender attachments has  been added to the Small-Scale Procurement Service. This information is  displayed in the Small-Scale Procurement Service when the tender is filled out on the ‘Attachments of the tender’ tab and in the call for tenders PDF  document under the ‘Attachments of the tender’ section.

  • A survey functionality has been added for tendering projects that can be used for preparing participation and consumption surveys.
    • A participation survey can be used for surveying the willingness of other entities to participate in the procurement of the tendering project.
    • A consumption survey can be used for surveying the ordering needs of other entities related to the tendering project.
  • A new functionality ‘Notification recipients’ has been added to the Setting menu. The messages sent using the ‘Send notice’ functionality in various steps will be automatically sent to the e-mail addresses entered under ‘Notification recipients’. For further information, see the Guide

Cloudia  Small-Scale Procurement 

  • The logic of publishing options in Cloudia Small-Scale Procurement (small-scale procurement invitation to tender and lightened procurement (with scoring)) has been revised so that in an open procedure, the publishing channels available to the organisation concerned are selected by default. The selections are not mandatory and the user can unselect any of the options on the publishing page.

The link to a  pdf document received by subcontractors opened a blank page.

The following new functionalities have been  released in the update:

 

Supplier  Portal and Small-Scale Procurement Service

Two new fields have been added in the registration form on the  ‘My profile’ page in the Supplier Portal and in the Small-Scale Procurement  Service: ‘Main category’ and ‘Company size’. Both fields are drop-down lists  and both are mandatory information, meaning that the registration process  cannot be completed if these fields are not filled in. The company size refers  to the number of personnel of the tenderer’s company. The industry  classification is the Statistics Finland’s standard industry classification.

  •           The correct section of the Act on Public  Contracts has been corrected to the pdf printout of the below-threshold  procurement notice and negotiation round under section ‘The procurement exceeds  the threshold value               given in Section 25 of the Act on Public Contracts’  
  •           The copying of a procurement notice from the  testing environment to production has been corrected to also pass on the CPV  codes used in a national procurement notice and the information contained in  the ‘Object               of the contract’ section of a procurement notice for social  services
  •           The templated has been corrected to copy the  selection ‘The notice involves the establishment of a framework agreement’ from  the template to the notice prepared 
  •           An error message has been added to the  national procurement notice that appears when the deadline and procurement  duration are in conflict
  •           The ‘Tendering service’ checkbox on the  procurement notice publication page is now selected by default
  •           The ‘People who reviewed the call for  tenders’ list has been corrected to also retain the information for a fixed  period of time after the expiry of the deadline

  •           An opportunity to also create procurement  notices for social services, a request for information, a direct national  procurement and a general transparency notice has been added in section ‘Calls  for tenders’ of a tendering project

The following new functionalities have been released as a result of the update:


Two new notice types have been added to the national notices: "Direct procurement notification for national procurements" and "Public transparency notification". Both notices can now be made directly on Cloudia Tendering. The notices are transferred directly to HILMA via an interface.   • Fixed the "Person associated with username" field in the user rights section so that the list no longer shows people who have been deleted from the register of contact details
